Abstract

Sexual violence by church leaders raises legal and theological concerns when forgiveness is used to silence disclosure, displace judicial proceedings, or accelerate reinstatement to ministry. This article examines how Christian forgiveness, ecclesial discipline, and legal accountability can be coordinated under Indonesian law, drawing on selected Indonesian church governance sources. It combines normative legal research, constructive theological inquiry, and an integrative literature review. The analysis distinguishes forgiveness from reconciliation, reinstatement, and immunity from consequences; examines relevant provisions of Law No. 12 of 2022 on Sexual Violence Crimes; and considers research on spiritual trauma, institutional betrayal, and victim protection. Three findings emerge. Forgiveness requires freedom and does not extinguish accountability or condition victims’ access to assistance. Ecclesial discipline addresses ministerial integrity and institutional safety but cannot substitute for the competent legal process. A coordinated three-track model should connect victim protection and recovery, independent ecclesial examination, and referral to statutory services and legal authorities. The article proposes safeguards against coerced forgiveness, evidence preservation, conflict-of-interest management, and continuing safety review. Indonesian Protestant disciplinary provisions and Catholic complaint arrangements provide contextual examples rather than evidence of nationwide practice or effectiveness. The framework remains normative and requires empirical evaluation across denominations.
