ANALISIS TEORI EFEKTIVITAS REZIM INTERNASIONAL DAN KONSTRUKTIVIME TERHADAP PERAN UNHCR DALAM MENGATASI PENGUNGSI ROHINGYA DI BANGLADESH

The Rohingya refugee crisis in Bangladesh has become a global challenge that requires sustained intervention from the international community. This research analyzes the role of the United Nations High Commissioner for Refugees (UNHCR) in addressing the crisis through the perspective of International Regime Effectiveness theory and Constructivism. Using the literature study method, this research evaluates the effectiveness of UNHCR's policies and programs, including the provision of basic needs, legal protection, and education. The results show that although UNHCR has successfully met the urgent needs of refugees, constraints such as limited funding, local political resistance, and the lack of long-term solutions remain the main obstacles. From a constructivist perspective, UNHCR plays an important role in building norms of refugee protection and international solidarity, despite facing challenges in changing local norms in Bangladesh. This research emphasizes the need for strengthening international cooperation, donor commitment, and harmonization of global and local norms to ensure sustainable protection for Rohingya refugees.
