Abstract

This paper discusses the cooperation between Indonesia and Malaysia in dealing with the practice of smuggling illegal workers who cross the border Aruk in the District of Sambas. Indonesia and Malaysia are the countries that have borders directly one of them is the border in the Aruk. The presence of a direct border is easier for workers illegal entry into Malaysia through the rat line (the villages near the border). The practice of smuggling illegal workers included in transnational crime. Categorized as transnational crime because the workers who entered do not use the official documents that would be detrimental to the country. In discussing this paper we use the concept of multi-track diplomacy, where we use the role of government from both the state and NGOS in dealing with the practice of smuggling illegal workers in Malaysia. Diplomatic efforts made by the Government of Indonesia and Malaysia in dealing with the practice of smuggling illegal workers is to create a program, the placement of the illegal workers conducted officially, forming a task force (task force) in order to prepare the implementation of the program of Re-hiring. Then, some sign the MoU as an agreement that discusses protection for workers through the One Channel Policy. The Malaysian government also conducts policy by conducting raids to the employers who use the services of the workers illegally. While the diplomacy of the NGO conducted by Kopbumi (Consortium Defenders of Migrant Workers) and international institutions, namely the International Organization for Migration (IOM). With the diplomacy conducted by the government and the NGO is expected to reduce the number of illegal workers.
