Purpose: This study examines how communication constitutes coordination between management and financial functions at Malasom Urban Village, Sorong Regency, through the Communicative Constitution of Organizations (CCO) perspective.
Methodology/Approach: The study employed a descriptive qualitative approach. Data were collected through semi-structured interviews, observation, and documentation, then analyzed thematically using the Four Flows framework: membership negotiation, self-structuring, activity coordination, and institutional positioning.
Findings: Coordination emerged through communication that connected officials’ responsibilities, authority structures, financial procedures, interdependent tasks, and external relationships. Activity coordination was particularly prominent in information exchange, consultation, confirmation, and the resolution of differing interpretations. The four flows interacted as officials carried out their work.
Practical Implications: The findings point to the need for clear responsibilities, consistent channels for sharing information, and accessible clarification when management and financial tasks require joint action.
Originality/Value: This study applies the Four Flows framework to management–finance coordination in an urban village administration, showing how communicative practices put formal roles and financial procedures into operation.
